2025 Halloween Decorating Contest Rules
Eligibility
- Residency: The contest is open to all residents of the Shingle Creek neighborhood and Victory neighborhood in Minneapolis, MN.
- Categories: Participants can enter in one of the following categories:
- Best Kid-Friendly: Sweet, silly, and full of fun, this category is all about decorations that delight little ghouls and goblins without the scares.
The winner will be selected by The Livability Committee. - Most Creative Theme: Show off your originality with a clever, one-of-a-kind display that puts a unique twist on Halloween.
The winner will be selected by The Livability Committee. - The Showstopper: Go big, bold, and unforgettable with an outdoor setup that makes the whole neighborhood stop and stare.
The winner will be selected by The Livability Committee.

- Entry Fee: There is no entry fee for participation.
- Registration: Participants must register by October 27, 2025 by filling out the online form (or contacting a neighborhood organizer if needed).
Entry Deadline
All decorations must be completed and your entry form submitted by October 27th, 2025 at 11:59PM to be considered for the contest. All entries must be submitted via the contest form or by contacting a neighborhood organizer.
Winners
Winners will be announced on Thursday, October 30, 2025 on Facebook. Winners will be contacted individually by a member of the Shingle Creek Victory Council for their prize.
One household can only win one category per decorating contest.
Legal Terms & Conditions
- Waiver of Liability:
By participating in the Halloween Decorating Contest, participants agree that the Shingle Creek Victory Council, its members, and contest organizers shall not be held liable for any injury, damage, or loss that may occur in connection with the contest or the display. Participants assume full responsibility for any incidents or accidents resulting from their display. - Right to Modify or Cancel:
The Shingle Creek Victory Council reserves the right to modify, cancel, or postpone the contest at any time for any reason, including inclement weather, safety concerns, or unforeseen circumstances. - Right to Publicity:
By entering the contest, participants agree that their decorations, name, address, and likeness may be photographed, recorded, and used by the Shingle Creek Victory Council for promotional purposes without additional compensation or consent. - Participant Responsibility:
Participants must ensure that their decorations are securely installed and do not pose a safety hazard to pedestrians, neighbors, or visitors. Displays that are deemed dangerous or inappropriate will be disqualified. - No Purchase Necessary:
There is no purchase necessary to participate in this contest, and the contest is open to all eligible Shingle Creek Neighborhood and Victory Neighborhood residents as described in the eligibility section. - Governing Law:
This contest and its rules are governed by and shall be construed under the laws of the State of Minnesota. Any disputes arising out of or in connection with this contest will be resolved exclusively in the courts of Hennepin County, Minnesota. - Disqualification:
The Shingle Creek Victory Council reserves the right to disqualify any participant found to be in violation of the contest rules, including but not limited to tampering with other participants' displays, engaging in unsafe practices, or submitting false information. - Force Majeure:
The Shingle Creek Victory Council shall not be held responsible for delays or cancellations due to acts of God, government orders, or other events beyond their control. - Prize Terms:
All prizes are non-transferable, non-refundable, and cannot be exchanged for cash. The Shingle Creek Victory Council is not responsible for any taxes, fees, or other expenses associated with the acceptance or use of any prizes.
