About Us
The Shingle Creek Victory Council (formerly ViNA) is the neighborhood organization serving the Victory and Shingle Creek Neighborhood of Minneapolis.
Incorporated in 1992 as a 501c3 nonprofit, ViNA works to build community through inclusion, fairness, and wellness, achieved through communication, outreach, and engagement.
The organization was founded as part of Minneapolis’ Neighborhood Revitalization Program which worked to bring increased investment into the city’s neighborhoods. ViNA works to connect neighbors to one another and to the issues that directly impact them to build a more thriving, inclusive, and better Victory Neighborhood.Vision & Mission:
In 2026, the ViNA Board of Directors plans to give all neighbors a voice by focusing on initiatives that:
Vision (what): Foster a vibrant and strong community for all residents and businesses.
By Connecting Neighbors, Promoting Safety, and Engaging Youth – under the umbrella of our guiding principles of inclusion and equity of those traditionally underrepresented in the Victory Neighborhood.
Mission (why): We aim to promote, facilitate and foster meaningful opportunities for residents and businesses of the neighborhood.

Governance
The Victory Neighborhood Association is governed by a board of directors comprised of Victory stakeholders. Board members oversee the fiscal health of the organization and ensure the strategies of the organization align with its stakeholders’ needs. Board members are elected to two-year terms and elections are held at the organization’s annual meeting on the fourth Wednesday of every September.

ViNA’s 2026 Meeting Schedule
Board/Membership Meetings: The board of directors typically meets on the 4th Wednesday of each month from 6:30-8:30pm with variations due to holidays. The following are dates for 2026. Location to be determined.

Board Retreat: This time will be used to determine the activities, committees, and other initiatives for 2026 and to assign volunteer leaders for each activity.

Community Meetings and Events: Quarterly if there is volunteer capacity to organize. Proposed events for 2026 include:
